Fasting is indeed a mahdhah worship, so it requires intention, the same as prayer.

Hanafi, Hanbali, and Maliki (in the opinion of the rajih) consider the intent as a condition, because fasting Ramadan and other fasting is worship, and worship is the name acts committed by a man on effort (inclinations) it is sincere to Allah for His run command. Meanwhile, the efforts and sincerity can not be realized without intention. Therefore, the implementation of the fast is not valid unless the intention, so different between deeds and habits.

Places intent is the heart. The intention is not enough just spoken with the tongue, and is not required that it should be pronounced.
