The scholars agreed that the legal tarawih prayer is sunnah (recommended), and not mandatory.
Imam an-Nawawi said,
أما حكم المسألة فصلاة التراويح سنة بإجماع العلماء

The Muslims agree on legal advice to qiyam night of Ramadan. and an-Nawawi has said that what is meant qiyam Ramadan is the tarawih prayers. (Al-Mausu'ah al-fiqhiyah al-Kuwaitiyah, 23/144).
Elsewhere, in The Encyclopedia of Islamic jurisprudence also mentioned,
اتفق الفقهاء على سنية صلاة التراويح, وهي عند الحنفية والحنابلة وبعض المالكية سنة مؤكدة, وهي سنة للرجال والنساء وهي من أعلام الدين الظاهرة

صمنا مع رسول الله صلى الله عليه وسلم رمضان, فلم يقم بنا شيئا منه, حتى بقي سبع ليال, فقام بنا ليلة السابعة حتى مضى نحو من ثلث الليل, ثم كانت الليلة السادسة التي تليها, فلم يقمها, حتى كانت الخامسة التي تليها, ثم قام بنا حتى مضى نحو من شطر الليل, فقلت: يا رسول الله لو نفلتنا بقية ليلتنا هذه. فقال: «إنه من قام مع الإمام حتى ينصرف, فإنه يعدل قيام ليلة» ثم كانت الرابعة التي تليها, فلم يقمها, حتى كانت الثالثة التي تليها, قال: فجمع نساءه وأهله واجتمع الناس, قال: فقام بنا حتى خشينا أن يفوتنا الفلاح, قال : ثم لم يقم بنا شيئا من بقية الشهر
We fasted along with the Prophet sallallaahu 'alaihi wa sallam in the month of Ramadan. He never leading prayers night at all, until Ramadan stay 7 days. In the H-7 he mengimami we pray at night, up to a third of the night had passed. Then the H-6, he did not mengimami us. Up on the eve of H-5, he mengimami we pray at night until passed half the night. We also asked him, 'O Messenger of Allah, what if we added tarawih prayers until the end of the night?' Then he said, 'Whoever tarawih prayer in congregation together until the imam finished, then he got a reward of prayer tahajud all night.' Then the H-4, he not mengimami congregation tarawih, until H-3, he collected all his wife and friends. Then he mengimami us until the end of the night, until we were worried about not getting the meal. Furthermore, he is no longer our mengimami until Ramadan ends. (HR. Nasai 1605, Ibn Majah 1327 and classed as saheeh al-Albani).
The conclusion that can be underlined from the above hadith, that the companions on some nights they do not tarawih prayer in congregation, even though they might tahajud prayers in the mosque. But they are also fast and not ordered to clicking his qhada'.
Mandatory Amal Amal Vs Sunna
Part of the rule of law, the charity shall take precedence over the sunna charity. In a Hadith Qudsi, from Abu Hurayrah radi 'anhu, the Prophet sallallaahu' alaihi wa sallam reported, that Allah said,
وما تقرب إلي عبدي بشيء أحب إلي مما افترضت عليه
No worship done my servant to draw closer to me whom I love more than the worship which I enjoined. (HR. Bukhari and Ibn Hibbaan 347 6502)
We did encounter a strange tradition at our place. A lot of people who prefer to pray sunna of the obligatory prayers. For the obligatory prayers, he was willing to leave, while the sunnah prayers, it seems hard for him to leave. One such case is the tarawih prayers. Sometimes there are people who one year had never entered the mosque, suddenly when tarawih he was in the front row. There is never prayers, suddenly became diligent tarawih.
Seeing the habits, he prefers tarawih prayers that are sunna of the prayer 5 times obligatory.
People will not sin because not doing the sunna. But he is entitled to sin if he leaves the compulsory.
